Paul was born and raised in Calgary. He completed his Bachelors of Nursing degree at the University of Calgary and began his career as a Registered Nurse in Victoria, B.C., and later practiced in Calgary, A.B. ​

He later completed his Masters in Professional Accounting at the University of Saskatchewan and earned his Chartered Accountant and Chartered Professional Accountant designations with a leading 'Big Four' accounting firm in Calgary and Bermuda.
